Corsicana Council Approves Ordinances and Fire Truck Purchase

The Corsicana City Council met on December 22nd for its final regular meeting of the year, opening with the pledges led by Boy Scout Troop 258. Scoutmaster Dan Brown introduced the troop and shared background on its long history of community involvement. He noted that Troop 258 has remained active in-service projects across the city and continues to support youth development.
Mayor Joe Hill also recognized the troop’s contributions, telling the council, “The boy scout program is an organization for middle and high school students to learn character development, citizenship, outdoor skills, personal fitness and leadership. Founded in 1910, the scouting program has taught generations of Americans how to be better leaders and citizens of this great country.
Troop 258 has served Corsicana for many years through various service projects. Since 2023 Troop 258 has had five scouts reach the rank of Eagle Scout, one of the most difficult and highest achievements.”
Council members then considered an amendment to Chapter 1, General Provisions, Article 1.100 of the City Code of Ordinances. Darwin Meyer, the city’s Director of Engineering, explained the purpose of the change, stating, “This is amending our code ordinances to allow fines for violations of SUPs.” A Specific Use Permit, or Special Use Permit, is a zoning mechanism used by city councils to regulate certain land uses. The motion to approve the amendment passed.
The council also approved a routine declaration of surplus items for disposal.
Members considered authorizing the city’s participation in a joint contract for election services with all cities and school districts in Navarro County, Navarro College, and the Navarro County Elections Administrator for the spring election. Staff noted that the agreement reflected no changes from previous election cycles. The council voted in favor of the authorization.
Additional action included approval of corrections to several city financial policies, including an increase to the purchasing threshold from $50,000 to $100,000.
The meeting concluded with approval of the Corsicana Fire Department to purchase a Pierce Enforcer Series Quint, a new fire engine. Representatives from the department expressed appreciation to both the council and the community for supporting the equipment upgrade.
