The late Navarro County Constable, Precinct 2 Raychaun Ballard, was honored on Saturday at The 17th Annual Kerens Cotton Harvest Festival with a Raychaun Ballard Memorial Best in Show Award. The award was presented to John Congleton of Gun Barrel City for his entry of the 1958 Ford Hardtop Convertible. Presenting the award was Ballard’s wife Samara and daughter Sasha.
